Syracuse , NY :Cayuga County man, 20, killed while walking on Syracuse highway ramp; driver charged on Saturday, 13th 2015

Police have identified the victim of a hit-and-run accident on an exit ramp of Interstate 81 in downtown Syracuse as a 20-year-old man from Cayuga County.Syracuse police say the pedestrian killed on the exit ramp was Arthur Colson of Cato, about 23 miles northwest of Syracuse. Police haven't said why Colson was walking on the highway ramp at 2 a.m. Saturday.Colson was pronounced dead at Upstate University Hospital.Investigators tracked down a Jeep SUV involved in the crash and arrested the driver, 25-year-old Elliott Branch. He was charged with leaving the scene of a fatal crash and driving while ability impaired. He's in the Onondaga County jail on $100,000 bail.It could not be determined if he has a lawyer to comment.
