Salem,OR : Police say driver in fatal crash had high blood-alcohol level on October, Sunday 8th 2017

An Oregon man arrested after a crash Sunday that killed a woman and four children had a blood-alcohol level nearly four times the legal limit, investigators said.

Favian Garcia appeared in court Tuesday, where a judge deemed the 27-year-old “a danger to the public if released” and ordered him held without bail, the Statesman Journal reported.

A probable cause statement showed Garcia had a blood-alcohol content of 0.318 after the collision.

Authorities on Tuesday also identified the four children who were killed in the crash near Salem.

Ivan Ricardo Medrano-Contreras, 8, 6-year-old Andrus Medrano-Contreras, 4-year-old Dayanara Medrano-Perez and 2-year-old Angelina Vazquez-Crisp were killed in addition to 25-year-old Lisette Medrano-Perez of Molalla, Oregon State Police said.

Lisette Medrano-Perez was the mother to the three older children and an aunt and temporary legal guardian to the youngest child, police said. The girl was set to be adopted by another family member next week, Oregon State Police Lt. Cari Boyd said.

The crash happened on Oregon State Highway 99 East when a Land Rover driven by Garcia of Gervais, Ore., collided head-on with a Buick Century driven by Lisette Medrano-Perez, police said. She and the four children died at the scene.

The Land Rover was heading north, and the Buick was heading south. The two cars were negotiating a corner when they crashed, police said.

Garcia, who police said had minor injuries and was not the registered owner of the Land Rover, was arrested Monday on five counts of manslaughter, driving while intoxicated, reckless driving and outstanding warrants from Marion County.

Troopers at the hospital where Garcia was treated said Garcia smelled of alcohol, had glassy eyes and that he slurred his words, the probable cause document said.

Garcia pleaded guilty to driving under the influence of intoxicants in 2011 and was arrested on suspicion of the same crime in July after he allegedly hit an unoccupied vehicle and fled the scene, court records show. He was wanted on an outstanding warrant in that case for failing to appear for a July court hearing in Marion County.
