WARREN, OH : A one-vehicle crash on May, Tuesday 9th 2017
A bike rack that doubled as a public art project was a casualty from a one-vehicle crash Tuesday afternoon at the corner of High Street and Mahoning Avenue NW, police reports state.
Police officers were dispatched to the downtown location after a red pickup went off the roadway.
Officers found a man on the ground, identified as 31-year-old Brett A. Starcher, whom reports state appeared to be overdosing. Paramedics arrived and administered several rounds of Narcan to revive the man, the report states.
Starcher was transported to Trumbull Memorial Hospital, the report states, and officers found a syringe on the truck dash, a bindle containing a suspicious substance and a large knife under the driver’s seat.
Warren Municipal Court records show Starcher was charged with misdemeanor charges including carrying a concealed weapon, possession of drug abuse instruments, reckless operation and driving under suspension. Officers will confer with prosecutors once lab results identify the suspicious substance, the report states.
Starcher is expected to be arraigned May 17 before Municipal Judge Terry F. Ivanchak. Meanwhile, a spokeswoman for the Trumbull Family Fitness said the artwork / bike rack was smashed and carried away.
Doug Meyer, a metal artist who lives in Warren and has a workshop in Garrettsville, said he is working on fixing the rack, which he said is worth about $1,200.
“Don’t worry, it should be back there good as new by next week,” Meyer said. “It’s too bad that had to happen, but I’m glad they revived the guy.”
The bike rack sculpture, a 12-foot-long sculpture made from 1-inch tubular steel, was one of two pieces of his artwork in place around Warren.
Meyer was commissioned by Trumbull Neighborhood Partnership, which received a $4,000 grant from the Ohio Arts Council to finance four dual-purpose pieces that would be both functional and artistic. Meyer said TNP is working on getting his third piece situated.
