Andover,CT : Police say he struck man, fled and later returned to scene on November, Sunday 26th 2017

A man who police say fled the scene of a fatal pedestrian crash on Sunday afternoon that caused the death of a 74-year-old man was arrested. Though 32-year-old Victor Collado Paez returned to West Main Street.
