Sacramento, CA : Woman killed in hit-and-run crash on Highway 99 on Monday afternoon, February 15, 2016

A man wanted in connection to a hit-and-run crash that killed an 18-year-old woman turned himself in Monday afternoon to the the California Highway Patrol.

CHP said officers were looking for Rodney Thurman, 39, who was last seen heading toward Oak Park after he ran from the scene of the crash.

Thurman gave himself up at the Sacramento County District Attorney's Office around 12:45 p.m. CHP said Thurman was booked into Sacramento County Jail for felony hit-and-run.

"Felony hit-and-run, possibly vehicular manslaughter," CHP Officer Michael Bradley said about the charges Thurman could face. "And, we'll check whatever things [Thurman] may have, which may enhance it at a later time."

The crash happened about 12:45 a.m. Monday just north of the 12th Avenue off ramp along southbound Highway 99.

CHP said it appeared that a BMW sport utility vehicle sideswiped a Buick sedan, sending the car out of control.

Investigators said the sedan, which had with four people inside, crossed all the lanes, hit a barricade then flipped.

"Two female occupants in the back seat were injured, one (the 18-year-old woman), unfortunately, suffered fatal injuries -- and it appears that she was partially ejected," Bradley said. "So, we'll be checking to see if she was seat belted."

The BMW fled the scene and then stopped at the Hwy. 99 12th Avenue on ramp, Bradley said. Officers found a passenger inside the SUV, but the driver was gone. Investigators said the driver, who was identified as Thurman, ran from the scene.

The victim, identified as Megan Hernandez by family members, was heading home from a double date to the movies with friends when the crash happened, Hernandez's aunt told KCRA.

Hernandez's cousin Lasana Peoples said Hernandez was "full of life."

"She was always bubbly and just laughing," Peoples said. "She was really bright and really really smart, and she had a lot of drive for what she wanted to do."

Peoples said she and Hernandez were supposed to move in together.

Four lanes of Highway 99 were blocked until 4:30 a.m. as crews investigated the crash and cleaned up the debris.
