Happy Valley,OR : Driver charged with deadly crash through Happy Valley construction site, police ID victims on may, Wednesday 24th 2017

Fedot Tsopko, 51, is accused of killing one person and injuring two others when he plowed through a work zone Tuesday afternoon in Happy Valley. Wednesday, he made is first appearance in Clackamas County Court.
Tsopko is charged with manslaughter, assault II, assault III, hit-and-run, and driving under the influence of intoxicants. The judge set his bail at $750,000.
Immediately after his charges were read aloud, Tsopko asked through his Russian interpreter, "Did I kill him?"
No one in the the courtroom responded to the question.
Deputies identified the man who died as Pablo Dominguez-Amezcua, 48, of Portland. William Griffin, 62, is still in the hospital but is expected to be survive. Preston Stucky, 26, was treated and released from the hospital.
All three men work as contractors, hired by Sunrise Water Authority to do utility work near Southeast 122nd Avenue and Southeast Yoakum Lane. Investigators say Tsopko failed to stop for a flagger at the construction site.
"The driver then struck the flagger, continued through the scene, struck two workers and continued northbound on 122nd," Sgt. Brian Jensen with Clackamas County Sheriff's Office said.
Police said Tsopko drove for another 200 to 300 feet before crashing his car and rolling it on its side. Emergency crews had to pull him out of the wrecked vehicle.
"We heard this tremendous crash, this noise that went on forever," said Lin Chase, who runs Clackamas Nursing Assistant Training.
Chase's office is next to the crash location. She and her students rushed out to see what happened, eventually finding Tsopko's vehicle laying on its side down an embankment. She later learned that one person had died and two others were injured in the crash.
Chase, a registered nurse, says she offered to help emergency crews, but they declined. Now, she says she's thinking about the victims.
"I started thinking after I realized there was a fatality, thinking about his family. My husband died suddenly and unexpectedly eight years ago, now they are going to be contending with a loved one who died suddenly and unexpectedly and I know what they are going to go through," Chase said.
Oregon's branch of the Occupational Safety and Health Administration say they are investigating the crash. They will determine if all OSHA rules were followed.
Wade Hathhorn, General Manager at Sunrise Water Authority, says work is currently suspended. Right now he does not know if they will continue to use the same contractor, or if they will need to find a new one. The water utility set up an account at Wells Fargo to take donations for the family of Dominguez-Amezcua.
