The victim in Sunday's fatal hit-and-run crash near 24th Street and Woolworth Avenue has been identified.

Police say Fredy Reyes-Garcia,18, died after being hit by a speeding car. The crash happened around 8:30 p.m. He was part of a group honoring a fallen rider.

"It's heartbreaking just to see," David Chacon, Reyes-Garcia's friend, said.

According to police documents, evidence and witness statements revealed that a 2003 Kawasaki motorcycle, driven by Reyes-Garcia, was northbound on 24th Street, approaching the Woolworth Avenue intersection.

A 2009 Toyota Scion hatchback, driven by Langston Perkins, 27, was speeding southbound on 24th Street.

Perkins lost control, entered the northbound lanes, and struck Reyes-Garcia, police say.

Both the motorcycle and the Toyota came to rest on the west side of the Columbus Park Community Center.

Perkins and his passenger, Michelle Plascencia, 29, ran away from the accident, police say. Police add witnesses tried to get both to stay at the scene, but Perkins made verbal threats at the witnesses.

At one point, officers believed that suspects had gone into Jackson Tower. However, it was determined that the two people seen entering Jackson Tower were not involved in the crash.

OFD Medics transported the motorcyclist to Nebraska Medicine with CPR in progress. However, he later died at the hospital. Police say he was wearing a D.O.T helmet at the time of the crash.

Around 11:20 p.m., police later learned Perkins and Plascencia were at Nebraska Medicine getting treatment for injuries they received in the crash. Plascencia was released and transported to Omaha Police Headquarters where she gave a statement that placed her at the scene along with Perkins. Plascencia is facing charges of being an accessory to a felony.

Perkins is being treated for minor injuries. He is believed to have been under the influence of both alcohol and narcotics, police say.

Authorities believe speed and alcohol are factors in this crash.

He was released from the hospital Monday afternoon and booked on charges of felony motor vehicle homicide and felony driving under the influence resulting in serious bodily injury.

Both Perkins and Plascencia have had run-ins with the law for drug and alcohol-related charges.

"(Reyes-Garcia) was not a friend, he was like a brother for us," Maynor Rivas said.

"It's just devastating," Chacon said. "I can't believe somebody would just do that."

Reyes-Garcia's girlfriend was following him at the time of the crash and saw the scene unfold.

"She's freaked out, she doesn't even want to talk to me," Jose Manzanarez, Reyes-Garcia's friend, said. "She doesn't want to say anything."

Reyes-Garcia's friends told KETV NewsWatch 7 that he got his first motorcycle a few months ago and it was his pride and joy.

Reyes-Garcia's family and friends are meeting at the Super Wash on 32nd and L streets at 7 p.m. to conduct a memorial ride to honor him.
