A Collins man has been cited for operating a vehicle while impaired (OVI) in the fatal crash. Arvind Shah, 69, of Medina, was driving a 2017 Hyundai Elantra north on Ohio 601 at 12:48 p.m. today when he came to the U.S. 20 intersection, said troopers with the Norwalk post of the state Highway Patrol.
