Neil Regan woke up hours before sunrise to screeching tires, a series of bangs and then quiet.
In the dark below his funeral home in the 1900 block of Pittston Avenue, a 20-year-old man lay dying on the blacktop.
“Usually when there’s a wreck there’s people screaming and cursing,” Regan said. “This was eerie silence.”
By the time the sun rose Friday, Robert J. Ortiz, a young father from Scranton, was dead and 25-year-old Noah G. Cohen, who police say hit him, was suspected of driving under the influence.
Magisterial District Judge Laura M. Turlip arraigned Cohen early Friday afternoon on a charge of DUI and recklessly endangering another person and set bail at $75,000. Police expect to file more charges once their investigation concludes, Scranton Police Chief Carl Graziano said in an email. A preliminary hearing is scheduled at 11 a.m. April 19. Cohen is held in Lackawanna County Prison.
