Jacksonville, FL : 37-year-old man riding scooter killed, Man arrested in fatal hit-and-run crash on Monday morning, November 10, 2014

A man has been arrested in a connection with a hit-and-run crash that killed a scooter rider on the Westside. Santos Herrera Montiel turned himself in to Florida Highway Patrol at 3:20 p.m. Monday at a gas station. FHP questioned Montiel in the fatal crash that happened early Monday morning. Troopers say 37-year-old Michael Moon was on his red scooter traveling west on Normandy Boulevard when an SUV rear-ended him. Pieces of the vehicles littered the street near Stratton Road. The victim’s scooter was left mangled and unrecognizable from the impact. FHP said the victim was not wearing a helmet.
