Police said they're charging an unlicensed juvenile with involuntary manslaughter in a crash that killed a moped rider in east Charlotte. They said the juvenile crossed the centerline on Wallace Avenue Saturday morning and hit John Johnson's moped head-on. They believe the driver was driving 50 mph in a 25 mph zone.
