Dover, DE : Millsboro man dies in Route 1 collision on Tuesday, 24th April 2018

Delaware State Police have charged a Harrington resident after he was involved in a collision resulting in the death of a Millsboro man.

The incident took place at about 2:35 a.m. Tuesday, April 24, in the southbound lane of Del. Route 1, north of NE 10th St., Milford.

Milford police were first to respond to the scene and called in the DSP Collision Reconstruction Unit to probe the crash, department spokesman Det. Timothy Maloney said.

Maloney identified the suspect as Glenn M. Outten, 30; the deceased victim was identified as Jay C. Richardson, 56.

According to the preliminary investigation, a 2006 Chevrolet Suburban driven by Outten was traveling north on Route 1 when it hit the south bound 2016 Ford Escape driven by Richardson.

The impact pushed the Ford backward and off the roadway, with the vehicle coming to rest in the center grass median. The Chevrolet spun around and came to rest near the impact point, Maloney said.

Both drivers and their passengers were wearing seatbelts, he added.
