Daniel Krogman was charged Thursday. He is jailed on $500,000 bail. It was not known late Thursday whether he had a lawyer.
Authorities say Krogman had been at the same tavern, the Tracyton Public House, as the two victims. His friends say they don't think he knew the pedestrians.
Friends and relatives believe 23-year-old Alana Kemppainen-Cartwright and 25-year-old Andy O'Brien thought it would be safer to walk home. They were hit by a car early Wednesday shortly after leaving the pub.
