The incident happened around 6:23 a.m. between the exits at Market Street and Route 30. From North Hills Road near Industrial Highway, state police vehicles, a Pennsylvania Department of Transportation vehicle, a tow truck and a dump truck could be seen on I-83. A front-end loader was seen scooping up the material and dumping it over the east side of I-83 onto the embankment.
