The crash occurred just south of the Big Cypress Community in Florida.
Four people were airlifted to hospital, while the rest were transported by ambulance, with injuries ranging from serious to critical.
Two people were not injured, including the driver of the vehicle that hit and killed the bear.
Bitner could not confirm the names or addresses of any of the 13 people involved in the incident, nor the types of vehicles they were riding in and at what speed.
He added that accident reconstruction teams were on location to conduct an investigation.
