Mills was driving a 1995 Peterbilt Tractor Trailer west on I-40, when he traveled through the warning sign and barrels into the construction area near mile marker 301, according to the Tennessee Highway Patrol.
Trooper Mark Mahan investigated the crash.
At about the same time as the Tuesday morning crash, a Crossville man, 58-year-old Franklin Stevenson was also driving west on I-40 in a 2012 Ford Focus.
Stevenson struck one of the construction pieces from the previously mentioned crash, an electronic directional sign that was laying in the middle of the road.
