The driver of the car that struck and killed Charles Thomas Hast on Wednesday will not be ticketed, state police said.
Hast, 71, was killed after crossing Bartlett Road to get his mail. He was struck by a car driven by 75-year-old Bruce F. Neidl of Westmoreland.
