OAKLAND, CA : Coroner IDs Highway 13 fatal crash victim on Friday, 23rd September 2016

The Alameda County coroner’s bureau has identified a 43-year-old man who died in a fatal solo crash on Highway 13 last week.

At 2:20 a.m. Friday, Terence Franks, 43, was driving a Hyundai Accent in southbound lanes between Redwood Road and Interstate 580 when the car swerved off the road into a tree, authorities said.

Franks had to be extricated from the vehicle by firefighters, and he was pronounced dead at the scene. Lanes were cleared at 3:49 a.m.

California Highway Patrol Officer Sean Wilkenfeld said Monday that it could take up to two weeks to determine whether drugs or alcohol or factors in the crash. He said that witness statements and physical evidence gathered by investigators are clear that the car was speeding.
