Florence, KY : Grandfather and his two 13-month-old grandchildren killed after a car struck in Florence on Sunday afternoon, March 15, 2015

Police confirm at two 13-month-old twins and their grandfather are dead and two others are injured after a vehicle struck them Sunday afternoon in Florence.

The incident occurred at the corner of Tamarack Circle and Weaver Road in Florence around 12:40 p.m. Sunday.

According to officials, an investigation revealed a 2003 Chevy Malibu driven by 22-year-old Jessica Hood, of Erlanger, had been traveling north on Weaver Road. Hood's vehicle veered off of the roadway and struck two adult pedestrians who were walking south on the northbound shoulder. The pedestrians were each pulling a wagon containing small children.

"It just, it wrecked my mind. I am so traumatized by it. I just can't believe it,” said Brittany Ballard who says she was driving down
Weaver Road around 2 p.m. Sunday afternoon when a woman waved her down for help.

"I looked down and I seen two twin babies laying there and I had a flashback because it looked like my baby laying there on the ground. I started performing CPR automatically and then there was another lady on scene. She started to perform CPR but we was not getting a response. We wasn't getting anything,” said Ballard.

Ballard says the driver remained at the scene and cooperated with police.

"She was on the phone with her mother. The mother asked her if she was texting and driving again and she said no. There was no tears,
no nothing from her. She just stood there,” said Ballard.

Authorities say Charles Napier, 52, was pronounced dead at the scene and the child in the wagon he was pulling, Ethan May, was injured. Ethan suffered minor injuries and was transported to Children's Hospital. The other adult, Susan Elam, was also struck and was transported to St. Elizabeth Hospital of Florence with minor injuries. The two children in the wagon that she was pulling, 13-month-old twins Sean and Samantha May, were pronounced dead.
Florence police say they have confiscated Hood's phone as part of the investigation to determine whether or not it was in use at the time
of the accident. As for Ballard, she only wishes she could have done more to spare this family so much tragedy.

"Prayers out to the family. Everybody needs to give them a prayer. Keep them in your thoughts,” said Ballard

Official say that at this time no criminal charges have been filed and the driver has been cooperating fully with the investigation. The investigation is still ongoing.
