A man was killed Monday night after he was hit by an oncoming car while walking on U.S. 13 Monday night, state police said.

Troopers were called at about 8:30 p.m. after 41-year-old Robert H. Smith, of Felton, was fatally hit, said Master Cpl. Gary Fournier, a spokesman for Delaware State Police.

Kevin A. King, 22, of Dover, was driving a 2012 Honda Accord southbound in the left lane of North Dupont Highway (U.S. 13) just south of Fork Branch Road, when Smith stepped out in front of him, Fournier said. Smith was attempting to cross the southbound lanes of U.S. 13 from east to west, he said.

The Honda's left front bumper hit Smith and threw him up into the windshield and into the center median, Fournier said. The Honda stopped immediately after the crash, he added.

Smith was transported to Bayhealth Kent General Hospital, where he was pronounced dead. Police said he was carrying a small flashlight.

King, who was wearing a seat belt, was not injured.

Police said speed does not appear to be a factor in the crash. It's unknown whether Smith's flashlight was turned on at the time of the crash, Fournier said.

U.S. 13 southbound was closed for about three hours while police investigated.

Police on Tuesday reminded pedestrians to use caution on the roadways and always use crosswalks, Fournier said.

"When walking near a roadway always make yourself visible to drivers by wearing bright/light colored clothing and reflective materials," he said in a statement. "Pedestrians that are walking at night must carry a flashlight for added safety.”
