New Castle, DE : Man charged in hit-and-run that killed bicyclist in Hockessin, Delaware Friday night September 12th 2014

New Castle County Police have charged a man in a hit-and-run in that killed a bicyclist. Police say about 8:45 p.m. on Friday, 27-year-old Phillip A. Bishop of Hockessin was riding his bicycle south on Brackenville Road. Investigators say Bishop was wearing a helmet with a head lamp, flashlight and rear flashing red marker light on his bicycle. Officers say Bishop was hit by a car traveling north on Brackenville Road, which then fled. Bishop was pronounced dead at the scene. Police say 44-year-old Gabriel Pardo of Hockessin surrendered Tuesday afternoon. He is charged with criminally negligent homicide and leaving the scene of a collision causing death.
